Put each image to PDF on its own page after HEIC is decoded

Image to PDF builds one PDF from a mixed list. JPG, PNG, WebP, HEIC, GIF, and BMP are accepted. HEIC is decoded first, so the PDF stores the decoded picture rather than the HEIC container. Each file becomes one page, in the order you set.

How to turn an image to PDF

  1. Add up to 100 images. Mixed types are allowed in one list. Order them with the up and down buttons.
  2. Choose page size: Fit to image, A4, Letter, or Legal. Orientation is Auto, Portrait, or Landscape.
  3. Set the margin to None, Small, or Medium. Small is 18 points and Medium is 36 points.
  4. Set Image fit to Contain or Fill. Contain shows the whole image. Fill covers the page and can crop edges.
  5. Press Create PDF. One image downloads as a single-page PDF. Several images download as one PDF named images.pdf.

Image to PDF options explained

HEIC is decoded before it is placed. The original HEIC bytes are not embedded. A JPEG in the same list is embedded as JPEG bytes, without a second JPEG compression. A PNG keeps its transparency.

WebP, GIF, and BMP are accepted and each becomes one page. A GIF is placed as a still image. Animation frames are not separate pages, and the PDF will not play the animation.

Page size, orientation, margin, and fit work the same way as on JPG to PDF and PNG to PDF. Fit to image uses one point per pixel and can make a very large page. Letter, A4, and Legal stay on paper sizes.

What each format becomes

A phone HEIC is the case this page is for when you do not want a separate conversion step. It is decoded first, then placed. You do not get the HEIC back out of the PDF. If you needed a JPEG file as well, convert that HEIC on its own page first.

PNG transparency is kept. JPEG photos are not recompressed by this placement. WebP, GIF, and BMP are drawn into the page as still images. None of these gain a text layer. A screenshot remains a picture of text.

EXIF orientation on a JPEG is applied as a placement rotation, the same way JPG to PDF does it, so a sideways photo can sit upright without a second encode.

Order and paper size

The list order is the page order. Move a file up or down before you create the PDF. There is no drag-and-drop thumbnail grid. Check the names in the list if the photos look alike.

Auto orientation follows the image: landscape when it is wider than it is tall, after a sideways EXIF swap on JPEGs that carry one. Portrait and Landscape force the paper. Contain keeps the whole picture. Fill crops. None with Contain and Fit to image stays closest to the original pixel rectangle. Small and Medium use the same 18 and 36 point insets as the JPG and PNG pages.

Limits, formats and output

Accepted input JPEG, PNG, WEBP, GIF, BMP, HEIC, AVIF
Files per batch 1–100
Soft size warning 200 MB or 1,000 pages
Hard stop 500 MB total in memory
Output PDF, or a ZIP when there is more than one file
Account None. The tool runs in this tab.

Your file never leaves your device

Your images are placed on pages by a script running in this tab. The work runs in a Web Worker in this tab, using WebAssembly for the heavy parts, and the result comes back as a local blob. This site does not upload the file, store it, or log its name.

To verify: load the page, turn on airplane mode, and drop the file again. It still finishes. Or open DevTools, choose Network, and watch the run: there is no upload. The architecture is described on How it works.

Frequently asked questions

Which files can I add?

JPG, PNG, WebP, HEIC, GIF, and BMP. You can mix them in one PDF. HEIC is decoded first. A GIF becomes one still page, not a flipbook. If a file is a type this page does not list, it will not be placed.

Is the JPEG recompressed?

A file that is already a JPEG is embedded as JPEG bytes, so this step does not run another JPEG encode on it. HEIC cannot be embedded as HEIC. It is decoded, and the PDF stores that decoded picture. PNG transparency is kept.

How do I avoid a huge page?

Fit to image follows the pixel size, one point per pixel. Pick Letter, A4, or Legal for a normal sheet, then Contain so the whole image is visible. Fill is the choice that covers the sheet and may cut the edges.

Can I reorder after I drop them?

Yes. Use the up and down buttons. The first row becomes page one. There is no thumbnail grid to drag. If you only have PDFs to combine, use Merge PDF instead. This page starts from images.

What is the limit?

Up to 100 images. An image warns around 50 MB. Everything in memory stops at 500 MB. One image produces one PDF. Several images produce images.pdf. The producer line on that PDF is Upload Nothing (uploadnothing.com).

Will a scan of a letter be searchable?

No. The page is a picture. PDF to text looks for a real text layer and will report that none was found. This tool does not recognise characters in the photo. Keep the image if you still need the pixels, and keep a text file if you type the words yourself.
